  1. The First American National Referendum - by Petition

  4. Section 1 - The Middle Class Tax Cut.
  5.  
  6. We the people, by the right granted unto us in Section One 
  7. of the United States Constitution, 'the right to Petition the 
  8. Government for a redress of grievances', do hereby proclaim by 
  9. our signatures on this Petition that Congress in their current 
  10. session will change all Personal Income Tax laws, regulations, 
  11. statues to have the effect of requiring a simple 10% tax on all 
  12. Americans earning less than $100,000.00 per year on individual 
  13. or household income.  And any household earning less than 
  14. $15,000.00 per year shall become exempt on all income up to this 
  15. amount.  Individuals earning more than $100,000.00 per year shall 
  16. pay whatever rate that Congress may deem necessary.

  20. No longer will any income tax forms be required of individuals 
  21. earning less than $100,000.00 per year other than a simple form 
  22. which will reflect the new flat rate of 10% on all income, with no
  23. deductions, no exemptions other than the low-income exemption 
  24. mentioned above.

  26. Section 3.  Congress shall also pass a law requiring that all 
  27. courts used by the IRS to enforce the tax laws and to confiscate 
  28. property of American taxpayers will be disbanded also in this 
  29. current year.  Income tax enforcement shall take place in courts 
  30. established and regulated under the United States Constitution 
  31. with all protections guaranteed each citizen.
